Summary

Paul has 18 years experience in software systems development, and IT project management consulting.  He now directs Business Technology Source, LLC, which he founded to provide software development and IT consulting services to a national customer base of corporate, government, university and nonprofit clients.  Previously, Paul established Patuxent Software, a successful Washington, DC-based company serving clients such as the Bureau of National Affairs (BNA), an international publisher for the legal, accounting and regulatory professions.   He participated in start-up Compass Point Software, Inc. (CPSI) where he developed a visual development tool suite for C++ programmers successfully launched in 1993.  He served as a start-up system designer and software developer for Netstart, Inc., now known nationwide as Careerbuilder.com.

Experience

2002-Present        Business Technology Source, LLC

Paul founded BTS ( www.biztechsource.com ) in 2002 after re-locating to West Virginia to provide software development and IT outsourcing services to existing DC area clients and an expanding national customer base, including:

Johns Hopkins University, Wilmer Eye Institute
Designed, deployed and managed a full featured distance learning platform with real-time online classroom, enabling for-credit professional continuing education online classes. Extended the distance learning platform feature set to support an NIH funded online medical consensus-building project to study and improve the process of reaching medical consensus on predicted patient outcomes.  Further extended the project to support real-time two way video over the public internet to enable “telementoring” for CE credit.

Coviant Software
Produced a client-server application now marketed as Diplomat Transaction Manager that integrates with OpenPGP to provide automated, centrally managed end-to-end encryption for secure file transfer compliant with HIPPA and Sarbanes-Oxley requirements. 

US CIO Council
Partnered with search technology firm i411 to develop a search and discovery portal for the Federal CIO council’s emerging technology tracking website at www.et.gov.

Claire’s Stores
BTS worked with the CFO of Claire’s Stores (clairestores.com) and CCBN (Now a part of Thompson Financial) to create an investor relations information portal with near real time stock and automatically updated corporate financial information.

Elsevier Publishing
Lead a project to mine and analyze web traffic and usage data from online subscription-based publications for the world’s leading publisher of science and health information which helped the company to improve new subscription and retention rates in their pharmaceutical industry product line.

1996 – 2001          Patuxent Software, Inc.

After leaving CPSI, Paul started an independent IT consulting practice, and in 1996, he founded Patuxent Software.  Projects include:

Careerbuilder.com
Provided software development services to Netstart, Inc. (later renamed CareerBuilder.com), helping the company to build its initial TeamBuilder online job posting service, which enabled the company to accomplish a successful $30M IPO in 1999.

Bureau of National Affairs, Inc.
Developed an enterprise fixed asset management accounting application for the Bureau of National Affairs, Inc.  Migrating the legacy product from DOS to Windows, and from the Windows desktop to the web, Patuxent Software provided management and technical expertise to deliver performance, scalability and reliability while ensuring that all domain expertise embedded in the legacy product was preserved.

1992 – 1994          Compass Point Software, Inc.

At startup Compass Point Software, Paul was the third entrepreneur to join the team.  He was instrumental in conceiving, designing, developing and bringing to market the firm’s initial product, a complete visual software development environment for the newly created C++ programming language.

1989 – 1992 University of Maryland, College Park

                  Academic Software Development Group

Paul started working developing software to support the file and application servers in the student computer labs at the University of Maryland in 1989.  In 1991, he moved to the Academic Software Development Group, a public/private partnership with IBM and several universities, based at UMD where he produced software tools for academic research and computer-aided learning.

Community Service

Paul is a board member of the Gateway New Economy Council (gnec.org), a regional economic development organization, and also chairs the committee on business and technology for the tri-county region.  Paul is also an active member of the Shepherdstown Rotary Club.
